Rebels extend reach in Central African Republic ahead of peace talks

BANGUI (Reuters) - Rebels in Central African Republic took control of a strategic town north of the capital on Saturday after soldiers defending it withdrew, ramping up tensions ahead of planned peace talks.

The three-week-old uprising by SELEKA rebels poses the biggest threat yet to President Francois Bozize's near ten-year rule over the former French colony - a nation plagued by poverty and turmoil despite its rich natural resources.

Regional neighbors agreed on Friday to send more troops to shore up CAR's army after a string of defeats and after French President Francois Hollande rejected a plea for military help made by embattled President Francois Bozize.

Insurgents riding motorbikes and packed into pickup trucks streamed into Sibut, a regional capital on a major crossroads about 190 kilometers (115 miles) north of the capital Bangui, unopposed early on Saturday, said witnesses.

"(They) took positions at strategic points in the town, firing their guns," said Yvon Bema, a 27-year-old Sibut resident who fled to Bangui. "The national army and the Chadians had left on Friday in the direction of Bangui," he added.

The land around Sibut had been seen as a buffer between the rebels and Bangui. Government troops there were backed by soldiers from neighboring Chad.

CAR's minister of territorial administration, Josue Binoua, confirmed on local radio that Sibut was occupied by rebels after troops withdrew to Damara, about 75 km north of Bangui, where clashes had been reported on Friday.

The Economic Community of Central African States (ECCAS) - which already has more than 500 peacekeepers in CAR - announced overnight a decision to send in more troops ahead of talks planned between the rebels and the government in early January.

"We are thinking of a way to deploy this mission as quickly as possible," Gabon Foreign Minister Emmanuel Issoze Ngondet told reporters after a meeting with his regional counterparts in Gabon's capital Libreville. He did not say how many soldiers would be deployed.

The ECCAS soldiers, mostly from Chad, are part of the MICOPAX (Mission for the Consolidation of Peace in Central African Republic) peacekeeping force.

The SELEKA rebels have threatened to overthrow Bozize if he does not honour a previous peace deal offering former fighters pay and jobs. They have said they will stay out of Bangui for now to give peace talks a chance.

Officials in Bangui said on Friday rebels had agreed to send delegates to Libreville in early January, though a rebel spokesman was not immediately available to comment.

Bozize came to power in a rebellion in 2003 and has since won two elections. France launched air strikes against rebels challenging him in 2006, but Paris has said it will not intervene militarily in the current conflict.

The United States said on Thursday it had closed its embassy in Bangui and evacuated its staff.

Central African Republic is one of a number of countries in the region where U.S. Special Forces are helping local forces try to track down the Lord's Resistance Army, a rebel group which has killed thousands of civilians across four African nations.

About 1,200 French nationals live in CAR, mostly working for mining firms and aid groups in the capital. French defense ministry sources said Paris had sent in 150 troops to Bangui late on Friday to bolster an existing 250-strong deployment safeguarding French citizens.

French nuclear energy group Areva mines the Bakouma uranium deposit in CAR's south - France's biggest commercial interest in its former colony.

What worked for me is just turning off Google Now. Yeah you lose some functionality, but it doubles your battery life. Google really screwed up with this one. I really don't know who to blame, Google, Samsung, or Verizon. I dont get these wakelocks on my Nexus with the same app, so it might be something to do with what Samsung did with TW. No wakelocks on 4.2 either.

Improving the PC as a gaming platform: the hardware - The Tech ...

So, we meet again. Last time, we were, ahem, discussing religion: the 10 commandments of PC games. That article focused on the oft-encountered annoyances in PC games themselves. Now, we're going to look at something a bit broader. We're going to explore how the PC can be made a better gaming platform, starting with the hardware.

Even die-hard PC gamers will recognize the, shall we say, essential issue with this platform: it's often far too difficult to (a) buy a gaming PC, (b) pop in a disc and play a game. For all their faults, consoles do many things right in this department. As a the quotation goes, "Good artists borrow; great artists steal." So let's see if we can't steal a few good ideas, shall we?

A hardware baseline
One of the main reasons people don't game on their PCs is because their graphics card is often more anemic than Kate Moss on a diet?and all hail Cthulhu if the processor doesn't play second fiddle to that. It's pretty hard to get excited about games when they run like molasses.

Old enough to remember computing in the 90s? That time when most computers only produced strings of beeps as sound, when 640x480 was a good new year's resolution (that pun is as old as SVGA, so I'm entitled to it), and when having an optical drive was a lustful pecadillo. Things we take for granted today, like spoken word and videos, were rare and exotic attractions. When technology advanced, the industry came up with a certification specification to ensure punters didn't miss out?and consequently spent more on better PCs. That spec was called MPC, short for Multimedia Personal Computer. The first version of the MPC spec said, in simple terms:

  • Thy computer shalt be blessed with a sound card and speakers.
  • Thou shalt be provided a CD-ROM drive in which to receive silver discs.
  • Thy processor shalt not be completely crap.

At the time, this spec meant a lot?and, to be honest, I think it worked marvelously. We need something like that again. People wanted MPC, everyone sold the better hardware, and everyone was happy. Let the powers that be come up with a new baseline specification. Call it MPC-HD or whatever acronym the marketing Nazg?l want to give it. I'm fine with whatever, as long as it gets the job done.

The new spec would clearly involve some compromises, since you can't simply step up and demand that every new computer feature a Radeon 7970, 32GB of RAM, and a six-core CPU with Hyperthingamabobs. However, let's take a page from our own System Guide's Econobox. MPC-HD could set the bar at, say, a Radeon 7770 graphics card ($120 or so) and a Core i3-3220 processor (around $130). Those components provide solid gaming performance at 1080p in the vast majority of titles, even with anti-aliasing enabled. They would be a perfectly reasonable baseline to aim for?one that provides many times the horsepower of current-generations consoles.

Setting a baseline would make life easier for developers, as well. Let's imagine MPC-HD has multiple levels, and when publishing your game, you can simply state that the minimum requirement is MPC-HD Level 1. That's easy for developers to code for, easy for buyers to follow, and easy for manufacturers to advertise and profit from. One can only wish.

Proper performance comparison mechanisms
Since I might as well ask for a unicorn, here goes another crazy idea: we need something akin to SPEC benchmarks for consumer hardware. There, I said it. Any moment now, I expect someone to kick in the door in and take me to the loony bin, tires screaming and sirens blaring.

In Wikipedia's words, the Standard Performance Evaluation Corporation is a "non-profit organization that aims to 'produce, establish, maintain and endorse a standardized set' of performance benchmarks for computers." SPEC benchmarks are used chiefly in server and workstation computing, and they come with very strict sets of rules and procedures. Now, Futuremark and friends already offer synthetic gaming benchmarks, but there's room for improvement. We need more true-to-life workloads and an emphasis on inside-the-second frame latencies.

I'm not advocating that SPEC itself take up the reins in the consumer space. The markets are fundamentally different, and the consumer space evolves and morphs at a much faster pace. However, if the gaming industry could come up with its own standards body, buyers would have a much easier time comparing different CPUs and graphics cards. Speaking of which...

Stop the numbering circus act with the graphics cards
Discrete or integrated, nobody knows what graphics solution to choose anymore. No, I'm not talking about people like you and me who actually read hardware reviews. I'm talking about the vast majority of the market, composed of regular, non-technical people who simply want to buy or upgrade a computer. That apparently simple task has become an ordeal. I mean, you know there's a problem when even my most computer-literate friends come to me for clarification?and I often can't help without looking at Scott's graphs.

Imagine yourself as a typical shopper. You don't read reviews, you don't know what's what, and you have no recourse except for asking the sales clerk?a move as wise as looking Medusa in the eyes and complimenting her hairdo. You read the labels around you: 7970, 560 Ti, 5850, etc. You go for a 5450, thinking you're getting a good deal. Surely it's better than the 4870 in your friend's old computer; it even has more of those gigabyte things. Except you unwittingly bought a piece of crap (for gaming, anyway). When the disappointment kicks in, you're going to throw your hands up in the air and say, "Why didn't I just buy a console?"

Sometimes, people don't even look at the model numbers. They think, "Ooh, an Nvidia graphics card with 2GB of memory," and they leave it at that. Those people inevitably end up with a weaksauce-flavored model packed full of RAM chips to trick the unwary. But it's not the buyer's fault, guys.

To the graphics cards manufacturers: get a grip. Here are three things that should, nay, must happen. (And yes, I know I'm asking for a lightsaber to go with the aforementioned unicorn.)

  • Model numbers ought to make sense in terms of performance, especially when going from one generation to the next.
  • Lower-end models ought to be clearly marked as such, so as to avoid confusion.
  • Card makers ought to stop packing huge amounts of memory onto otherwise useless cards.

The status quo might help you push low-end cards, but I'm very doubtful it's healthy for the market in the long run.

Stop the circus with CPU model numbers, too
When my friends bring up Mulholland Drive and sing its praises, I always challenge them to summarize the plot on a piece of paper for me. In the same vein, please explain Intel's model numbering scheme. Make it a pretty story. Couldn't figure it out, either, huh?

This ends up being a rehash of the graphics card situation. Model numbers never seem to match up with performance, so people have to look at other attributes like clock speed or core count. We then end up with talk like, "But this one here has four cores, surely it must play games better than the one with two"?or the good old, "But this one has more gigahertz!"

Sigh.

GPU makers need to get their act together on the driver front
Yes, I know, this is technically a software topic. However, graphics cards and their drivers are symbiotic.

I won't mince words: graphics drivers need work. Far too often over the years, I've run into bugs and compatibility issues. Insufficient testing often seems to blame. Way back when, before game-specific optimizations became the norm, testing wasn't too difficult. However, GPU makers' obsession with inflating benchmark numbers or FPS scores in the latest triple-A games has led us down this path, where driver issues have become the norm rather than the exception.

For example, I remember spending many, many hours troubleshooting an apparent overheating problem with a Radeon, only to find out that the driver's Catalyst AI (snicker) had a memory leak in Unreal Engine games. No, I hadn't fiddled with any settings there. I also had to play Civilization V in DirectX 9 mode for months because Nvidia's drivers decided to crash every time another civilization stopped by for a chat. To this day, a thread in our forums about AMD's aspect-ratio upscaling still gets hits because AMD hasn't fixed the problem. Similarly, my gamma settings still aren't applied reliably at bootup on my GeForce-powered system.

Many problems, so few solutions
It's 2012. PCs have been entrenched in homes for the better part of two decades, and these ridiculous problems persist. Does it really have to be this way?

These are tough nuts to crack, but they ought to be cracked sooner rather than later. PC gaming is in a position of strength right now, since current-gen consoles are stuck with circa-2005 hardware. However, the next generation is upon us, and it may offer enough of an improvement to make folks reconsider the value of their complicated and prickly gaming PCs.

My ideas are wild and crazy, but rarely do easy solutions appear for difficult problems. What are your thoughts?

Apple CEO gets modest 2012 pay after big 2011

(AP) ? Apple CEO Tim Cook got a relatively modest $4.2 million in pay for the latest fiscal year, after the company's board set him up with stock now worth $510 million for taking the reins in 2011.

Cook's pay for fiscal 2012, which ended in September, consisted of $1.4 million in salary, a bonus of $2.8 million, and $17,000 in company contributions to his 401(k) account and life insurance premiums, according to a filing.

Apple Inc.'s board saw no need to grant Cook additional shares in 2012 after the sign-on grant of 1 million shares in 2011. Half of those shares vest in 2016 and the other half in 2021.

Cook did vest into shares worth $140 million in 2012. Those shares were granted earlier, when he was chief operating officer.

Syria opposition leader rejects Moscow invitation

ALEPPO PROVINCE, Syria/BEIRUT (Reuters) - Syria's opposition leader has rejected an invitation from Russia for peace talks, dealing another blow to international hopes that diplomacy can be resurrected to end a 21-month civil war.

Russia, President Bashar al-Assad's main international protector, said on Friday it had sent an invitation for a visit to Moaz Alkhatib, whose six-week-old National Coalition opposition group has been recognized by most Western and Arab states as the legitimate voice of the Syrian people.

But in an interview on Al Jazeera television, Alkhatib said he had already ruled out such a trip and wanted an apology from Moscow for its support for Assad.

"We have clearly said we will not go to Moscow. We could meet in an Arab country if there was a clear agenda," he said.

"Now we also want an apology from (Russian Foreign Minister Sergei) Lavrov because all this time he said that the people will decide their destiny, without foreign intervention. Russia is intervening and meanwhile all these massacres of the Syrian people have happened, treated as if they were a picnic."

"If we don't represent the Syrian people, why do they invite us?" Alkhatib said. "And if we do represent the Syrian people why doesn't Russia respond and issue a clear condemnation of the barbarity of the regime and make a clear call for Assad to step down? This is the basic condition for any negotiations."

With the rebels advancing steadily over the second half of 2012, diplomats have been searching for months for signs that Moscow's willingness to protect Assad is faltering.

So far Russia has stuck to its position that rebels must negotiate with Assad's government, which has ruled since his father seized power in a coup 42 years ago.

"I think a realistic and detailed assessment of the situation inside Syria will prompt reasonable opposition members to seek ways to start a political dialogue," Lavrov said on Friday.

That was immediately dismissed by the opposition: "The coalition is ready for political talks with anyone ... but it will not negotiate with the Assad regime," spokesman Walid al-Bunni told Reuters. "Everything can happen after the Assad regime and all its foundations have gone. After that we can sit down with all Syrians to set out the future."

BRAHIMI TO MOSCOW

Russia says it is behind the efforts of U.N. mediator Lakhdar Brahimi, fresh from a five-day trip to Damascus where he met Assad. Brahimi, due in Moscow for talks on Saturday, is touting a months-old peace plan for a transitional government.

That U.N. plan was long seen as a dead letter, foundering from the outset over the question of whether the transitional body would include Assad or his allies. Brahimi's predecessor, Kofi Annan, quit in frustration shortly after negotiating it.

But with rebels having seized control of large sections of the country in recent months, Russia and the United States have been working with Brahimi to resurrect the plan as the only internationally recognized diplomatic negotiating track.

Russia's Middle East envoy, Deputy Foreign Minister Mikhail Bogdanov, who announced the invitation to Alkhatib, said further talks were scheduled between the "three B's" - himself, Brahimi and U.S. Undersecretary of State William Burns.

Speaking in Damascus on Thursday, Brahimi called for a transitional government with "all the powers of the state", a phrase interpreted by the opposition as potentially signaling tolerance of Assad remaining in some ceremonial role.

But such a plan is anathema to the surging rebels, who now believe they can drive Assad out with a military victory, despite long being outgunned by his forces.

"We do not agree at all with Brahimi's initiative. We do not agree with anything Brahimi says," Colonel Abdel-Jabbar Oqaidi, who heads the rebels' military council in Aleppo province, told reporters at his headquarters there.

Oqaidi said the rebels want Assad and his allies tried in Syria for crimes. Assad himself says he will stay on and fight to the death if necessary.

In the rebel-held town of Kafranbel, demonstrators held up cartoons showing Brahimi speaking to a news conference with toilet bowls in front of him, in place of microphones. Banners denounced the U.N. envoy with obscenities in English.

DIPLOMATS IMPOTENT

Diplomacy has largely been irrelevant to the conflict so far, with Western states ruling out military intervention like the NATO bombing that helped topple Libya's Muammar Gaddafi last year, and Russia and China blocking U.N. action against Assad.

Meanwhile, the fighting has grown fiercer and more sectarian, with rebels mainly from the Sunni Muslim majority battling Assad's government and allied militia dominated by his Alawite sect, an offshoot of Shi'ite Islam.

Still, Western diplomats have repeatedly touted signs of a change in policy from Russia, which they hope could prove decisive, much as Moscow's withdrawal of support for Serbian leader Slobodan Milosevic heralded his downfall a decade ago.

Bogdanov said earlier this month that Assad's forces were losing ground and rebels might win the war, but Russia has since rowed back, with Lavrov last week reiterating Moscow's position that neither side could win through force.

Still, some Moscow-based analysts see the Kremlin coming to accept it must adapt to the possibility of rebel victory.

"As the situation changes on the battlefield, more incentives emerge for seeking a way to stop the military action and move to a phase of political regulation," said Dmitry Trenin, director of the Carnegie Moscow Center.

Meanwhile, on the ground the bloodshed that has killed some 44,000 people continues unabated. According to the pro-opposition Syrian Observatory for Human Rights, a monitoring group based in Britain, 150 people were killed on Thursday, a typical toll as fighting has escalated in recent months.

Government war planes bombarded the town of Assal al-Ward in the Qalamoun district of Damascus province for the first time, killing one person and wounding dozens, the observatory said.

In Aleppo, Syria's northern commercial hub, clashes took place between rebel fighters and army forces around an air force intelligence building in the Zahra quarter, a neighborhood that has been surrounded by rebels for weeks.
